MINUTES OF 11/15/07 SPECIAL CITY COUNCIL MEETING

PRESENT:  Mayor Witherbee; Councilmembers,  Lingard, Papé-Miller, Rodionoff and Weldy; Administrator Fonfara, Clerk Liles, Finance Director Grant, Recreation and Parks Facilities Supervisor Farris and Parks & Golf Maintenance Supervisor Don Hensley. EXCUSED ABSENCES: Councilmembers Olsen, Morehouse and Harper

At 7:00 p.m. Mayor Witherbee called to order a special meeting of the City Council to hold a public hearing on revenue sources for the coming year, adopt the 2008 property tax levy and conduct a workshop on any aspects of the Preliminary 2008 City Budget not completed at previous workshops.

PROPERTY TAX LEVY:  Mayor Witherbee opened the public hearing on revenue sources for the coming year. Grant presented the staff report. Mayor Witherbee called for public comment. Bob Goedde, 118 North Wilson, asked for clarification of certain information Grant had presented on property tax revenues. Grant responded. There being no further public comment, the Mayor closed the public hearing.

Weldy moved to adopt ORDINANCE NO. 07-1347 authorizing a general property tax levy and an increase in the amount allowed under the new construction, improvements to property and state assessed property provisions of RCW 84.55.010; levying the general taxes for the City of Chelan for the fiscal year commencing January 1, 2008 on all property, both real, personal and utility in said city that is subject to taxation for the purpose of paying sufficient revenue to carry on the several departments of said City for the ensuing year as required by law. Seconded by Rodionoff, motion passed unanimously.

At 7:17 p.m. Weldy was excused and exited Council Chambers for the duration of the meeting.

PRELIMINARY 2008 CITY BUDGET:  Grant reviewed  the following:  Capital Improvement Fund, Debt Service Funds, Special Revenue Funds.

There being no further business, meeting adjourned at 7:35 p.m.
